Torque is maximum with motor stalled (0 rpm) and ZERO at maximum rpm The peak output hp occurs somewhere around mid-range.of motor rpm. hp is the product of torque x rotational speed.
Also the motor is probably dc, not ac, No idea (am interested in) what speed control system is used.
The type of speed control depends on the application
it could be mechanical variable ratio transmission to variable speed motor
AC variable frequency drives are somewhat economical but very limited
DC drives are more versatile.
