A short measure zero ohms or less than 1 ohm. A SPDT switch is fairly easy to check with a multimeter. The SPDT, center terminal is common. Flipping the switch alternately connects (shorts) of the central terminal to the external terminals. First terminal shorted out to center, then the other terminal on short middle. With the multimeter connected between the central pin and an external pin, change must change the meter reading zero ohms (short) to infinity ohms (open). The same must happen between the central pin and the pin out otherwise, but in reverse. With the multimeter connected between two pins from the outside, the meter should read always open, no matter what the switch is. Caution - if the measured resistance with no power in the circuit. It usually means you have to disconnect the Circuit Breaker before it can be measured.
